Design With Intention:

Opportunity-to-Offer Matrix™

You're not just fixing friction-you're designing a more thoughtful journey. Every unmet need, confusing moment, or recurring complaint is an opening for something better. The Opportunity-to-Offer Matrix™™™ helps you meet that moment with creativity and care.

This is your tool for turning patterns into possibilities. Start with a loud word from your Word Cloud—something that keeps showing up. Then work your way across the matrix to turn that gap into a guest-centered idea.

You're not alone in guessing what matters. You've already listened. Now you're responding—with intention.

Use this matrix to:
✔ Align ideas with Opportunity Zones
✔ Cross-check survey insights
✔ Build guest experiences grounded in empathy, not assumption
✔ Connect solutions to your VX Pillars
✔ Sense-check feasibility (and impact)

You don’t need a big budget to make a big difference. Just a clear signal from your guests and the courage to design better.

Use the template below to start your own matrix. Want to work in Google Sheets? Click here to open a digital version.

Craft responsibly. Lead with listening. And let the data guide the design.

Opportunity-to-Offer Matrix™

Move from insight to action — start with what's loud, and walk it across the matrix.
How to fill out the Opportunity-to-Offer Matrix™

"Loudest Words" in Word Cloud. Pick a word or phrase that appeared frequently. These are clues — what's getting in the way, or what guests care about most?

Opportunity Zone Alignment. If it lines up with one of your previously identified Opportunity Zones, name it here.

Called out in Community Insight Survey? Did residents mention it too? This tells you if it's a shared experience.

Called out in Visitor & Patron Insight Survey? Was it echoed by guests? Overlap = strong validation.

Guest-Centered Idea. What's a thoughtful fix or enhancement? It doesn't have to be big — just intentional and tuned to the guest's point of view.

VX Pillar(s) Addressed. Which of the six VX Pillars does your idea support? List more than one if it fits (e.g., Sensory + Story-worthy).

Senses Engaged. A great experience usually hits at least one.

Approx. Cost to Execute. Low (under $500), Medium ($500–$5,000), or High (over $5,000).

Timeline to Fruition. Quick Win (1–3 weeks), Mid-Range (1–3 months), or Long-Range (3+ months).

Start with what's loud

Bring in the recurring words and friction points from your surveys, reviews, and listening sessions. Paste raw responses and the tool will count word frequency for you — or enter words and weights by hand.

Resume earlier work

This tool runs entirely in your browser and doesn't store anything between visits. Use Save progress (available on every step) to download a file, and load it here to pick up where you left off.

Your word cloud

The louder the word, the larger it appears. Click the words that feel loudest — the friction points and bright spots worth acting on — to carry them into the matrix. Pick 3–8 to keep the work focused.

No words yet — go back to Step 1 to add them.

Walk each word across the matrix

One loud word at a time: connect it to a zone, check who's saying it, and shape a guest-centered response. A dot marks words with an idea drafted.

Your finished Opportunity-to-Offer Matrix

The completed worksheet, ready to print, share, or export. Rows marked with the accent bar were called out in both surveys — strong validation.
